The latest news from Donbas reports the systematic violations of the Minsk Agreements by militant leaders. Thus, the leader of self-proclaimed LPR Igor Plotnitskiy copycatted the head of DPR Alexander Zakharchenko and signed a ‘decree’ to hold illegal elections in LPR on November 1, 2015, Joinfo.ua reports.

“Today I signed a decree on holding the first elections to the local authorities of Lugansk People’s Republic. In accordance with this Decree, the election of the heads of 14 municipal and district administrations will be held November 1, 2015. Holding the elections we have taken another step in the formation of statehood on the territory of our republic. Elections on November 1, the first stage of local elections, should be followed by the election of deputies in councils at various levels, as well as the heads of townships, etc. “, – Plotnitskiy stated.

”Taking the decision to hold this elections, I am clearly aware that we are able to ensure their implementation at a decent level, in compliance with all international standards, with the participation of observers from all the countries and world organizations, strictly following the obligatory measures for the implementation of Minsk Agreements”, – he added.

It should be recalled that earlier Alexander Zakharchenko, the leader of the so-called DPR signed a ‘decree’ on the elections scheduled on October 18,2015. He claims that these elections provide the fulfillment of the Protocol of Minsk Agreements on 5 September 2014 and the Complex of measures on 12 February 2015. However, these elections do not correspond with Ukrainian legislation and directly violate the Minsk Agreements.
