The EU confirmed that it offered Ukraine to provide the Donbas with the special status, without waiting for the militants and the Russian Federation to execute their first points of the Minsk agreements, Joinfo.ua reports with reference to Yevropeyska Pravda.
The European Union admitted that during bilateral meetings it encouraged the parties to "actions for resolution of the conflict." The EU insists that they have the right to appeal to Ukraine on granting the special status to the Donbas.
"Article 11 of the Package of Measures outlines the agreement in relation to carrying out constitutional reform in Ukraine, including providing for adopting permanent legislation on the special status of certain areas of the Donetsk and Luhansk regions until the end of 2015," the comment reads.
In fact, the Minsk agreement provides that this item can be realized only after implementation of the first steps – in particular, the cease-fire and withdrawal of weapons, as well as after the elections in the Donbas. The EU prefers not to recall the fact that these items are not met by the militants, but gives a clear time frame for providing the special status to the Donbas.
It should be recalled that the leaders of the so-called DPR and LPR stated that they would not let to hold elections in Donbas, as long as Ukraine did not accept the amnesty law. Terrorists are afraid of responsibility for their bloody actions.
