Andrey Kelin, the Russian Permanent Representative to the OSCE, said that thanks to the recommendations of Moscow, the terrorist DPR and LPR had agreed to the option of keeping the occupied Donbas territories as part of Ukraine. He stated it during his speech at the special session of the annual conference of the OSCE in Vienna. "We convinced Luhansk and Donetsk – even though it was very difficult – to go for an option of settlement, which would ensure the integrity of the Ukrainian state. Instead of the idea of separation – separatism – these territories have agreed to a special status in the context of decentralization," said the representative of Russia.
He also noted that "every day it becomes more difficult for Moscow to provide this influence", and that is why, according to him, for the end of the conflict Ukraine needs to decentralize as quickly as possible, as well as to provide "amnesty to all participants of the events in the south-east of Ukraine, exchange of prisoners, and economic recovery of the Donbas."
Also Kelin threatened Kyiv that in case of extension of the "sanction in the form of a blockade and indiscriminate persecution of dissidents inside the country", "the clashes in the Donbas could acquire a new dimension, going far beyond the confines of this region."
