Vladimir Putin stated it at a joint press conference with the Finnish President Sauli Niinistö.
"If we had been dissatisfied with the Minsk Agreement, we would have never signed them. We believe these agreements are fair and balanced, and we have an influence on one of the parties to the conflict in the Donetsk and Luhansk unrecognized republics," the Russian president said, answering the question about why Russia did not use its influence to achieve implementation of the agreements signed in Minsk.
Putin said that the merit of Russia, in particular, was the fact that the positions of the militants "have changed a lot, they are ready and are willing to negotiate on all points of the Minsk accords."
The Russian guarantor again listed the issues that Kyiv, in his opinion, should implement to make advances with the rebels. In particular, Putin said that Ukraine should adopt the amendments to the Constitution of Ukraine and provide autonomy to the Donbas, adopt the law of Ukraine on amnesty of the DPR and LPR militants; implement the law on the special status of Luhansk and Donetsk; adopt the law of Ukraine on local government, and to hold local elections; lift the economic blockade from these territories.
"None of these issues is the sole responsibility of the Donbas, these matters are within the competence of the Kyiv authorities," Putin said.
