The number of Russian troops in Ukraine is increasing, Joinfo.ua reports with reference to Reuters.
"We are speaking about increasing inflow of (unofficial) fighters and increasing evidence that there are also some (Russian) servicemen involved in fighting," said Ivan Simonovic, Assistant Secretary-General for Human Rights.
However, according to Armen Harutyunyan, the head of the UN Human Rights Monitoring Mission in Ukraine, "it is very difficult to prove whether they are servicemen or not. That is why we are speaking about the "fighters" of the Russian Federation."
Whether we can talk about Russia as a party to the conflict or not will be determined by the International Committee of the Red Cross, which is the guarantor of the Geneva Convention. If Moscow officially becomes a party to the war, the Russian Federation will be accused of war crimes and will be prosecuted in the International Criminal Court.
