Moscow urges Kyiv to lift the blockade of the Donbas. This was stated by Russian Foreign Minister Sergei Lavrov at a meeting with Azerbaijani Foreign Minister Elmar Mammadyarov.

According to Lavrov, Russia calls on the Ukrainian leadership to fulfill the Minsk agreements and lift the blockade of the Donbas, since Moscow is concerned about the humanitarian situation in the territories of Ukraine occupied by the pro-Russian militants, Joinfo.ua reports referring to the Russian media.

"Everything must be done to accelerate the efforts for the political settlement of the crisis through implementation of the Minsk agreements of February 12, which involve the establishment of a sustainable, direct dialogue between Kyiv, Donetsk and Luhansk. We are very concerned about the humanitarian situation in the Donbas region, socio-economic degradation of the region as a result of the actual blockade declared by the Ukrainian authorities. Its removal is also envisaged by the Minsk agreements, and we urge the Ukrainian authorities to execute them," said Lavrov.

Earlier, Alexander Motuzyanik, the representative of the Presidential Administration on ATO, reported that in the Donetsk and Luhansk regions controlled by the militants, the financial condition of the inhabitants was very low, there were arrears in social payments for 3-4 months. "Pro-Russian rebels pay salaries in food rations for work done for them – for trench digging, construction of bunkers, equipment repair and the like. There are problems with food," said Motuzyanik.

He stressed that the payment of pensions is carried out in Russian rubles at the rate of one to one. In addition, on the temporarily occupied territories shortages of water and electricity often take place.
