It is Russian President Vladimir Putin, who controls the bulk of Ukrainian millionaires and is the most powerful oligarch in Ukraine, Joinfo.ua quotes the publicist and journalist Sergei Ivanov.
"Unfortunately, Putin remains the most powerful oligarch in Ukraine. Oligarchy is the "power of the few," and, according to the legal definition, its being in the fairway of power is one of the key features of oligarchy as such. This is taught during the first year of any law faculty. I see a large number of pro-Russian people, with substantial funds, fused with power, people somehow supported by Putin. They are the Akhmetovs and Hryhoryshyns – all sorts of dodgy people with Russian passports, representatives of regional elites associated with Russia," he said.
"Putin controls the local pro-Russian billionaires, for example, Yefremov, Boguslayev, Vilkul, Boyko, Firtash. I think that as a demiurge of all these fellows, Putin is the very oligarch, whose influence is spreading in Ukraine. In addition, he delivers troops and weapon here, which is another indirect indication of its oligarchic status, because it is the oligarchs, who have an exclusive prerogative to accumulate funds," said the journalist.
At the same time, according to Ivanov, Viktor Pinchuk remains the most powerful oligarch in international relations in Ukraine.
"In terms of communication with the international community, Pinchuk is the most influential. He has very good ties in the international arena. According to some sources, he generously donates the Clinton Foundation. Judging by the fact that Clinton visits him for breakfast, such attention to the Ukrainian oligarch has probably to be based on something," he stressed.
It is interesting that according to Ivanov's classification, President of Ukraine Petro Poroshenko has no place in the rating of Ukraine's oligarchy.
"With regard to Poroshenko, I have no data that would indicate that he uses his presidency for personal gain. I think he has some big muffs, gentleness – something I criticize him for. However, the business of the President of Ukraine is not growing and is being sold. It is so both de facto and de jure," he said.
