Poroshenko asks Putin, Merkel and Hollande not to ignore Debaltseve

President of Ukraine Petro Poroshenko held a telephone conversation with the heads of Russia, Germany, and France in the Normandy Format.

During a conversation Ukrainian President Petro Poroshenko called on "not to pretend that what happened in Debaltseve meets the Minsk agreements." He also called on to set up guarantees for the cases of further attempts to violate these agreements, Joinfo.ua reports with reference to the press service of the Presidential Administration.

The interlocutors agree that the OSCE Monitoring Mission should be given assistance, and today they need to get an access for monitoring and verification especially in the areas of the Donetsk airport, Horlivka, Pervomaisk, Shirokino and other places, where the attacks had been conducted.

Only after a full ceasefire the arms can be withdrawn under the direct supervision of the OSCE. It was agreed that the Center for Monitor and Control should finalize a joint plan for the withdrawal of heavy equipment, artillery and multiple launch rocket systems.

The President of Ukraine demanded the release all the prisoners, including those who had been captured near Debaltseve.

The parties agreed that this week they would coordinate their actions at the level of Foreign Ministers to meet those goals. At the same time the Ukrainian side insisted that these discussions included the issue of bringing peacekeepers both to the contact line and to the line of the state border between Ukraine and Russia.
