U.S. State Department continues to believe in the possibility of implementing the Minsk Agreement. U.S. Department of State believes that the ceasefire is observed in most areas except Debaltseve, Joinfo.ua reports.

American diplomats characterize the situation in the city as extremely alarming and the information on early withdrawal of arms as positive.

However, they note that there is no reliable information on the withdrawal of armed fighters, as the observers of the OSCE Mission can not get into a number of regions, despite the separatists' promises to let them in.

At the same time, the Russian army and militants took control over the city and the Debaltseve railway station, creating some kind of a "military command post" in the city.

Vanguard divisions of militants are trying to move in the direction of the settlement Luhanske towards Artyomovsk (Svetlodarsk – Luhansk). The Ukrainian divisions who provide the withdrawal of Ukrainian troops from Debaltseve are conducting delaying actions.
