"Certainly, there are differences between the agreement on paper and on the ground," he wrote.

"In general, at this point we can say that the ceasefire is respected," Fabius noted, adding a tag to show the reference to the situation in eastern Ukraine.

However, it is reported that Administration of President of Ukraine urges the EU, NATO and OSCE to condemn violations of the truce in the Donbas.

Earlier, French Foreign Minister Laurent Fabius said that Russia would be responsible for the breakdown of the Minsk agreements even if they were violated by the rebels.
