This will be the first summit with new European Council, headed by a Pole Donald Tusk, but without Ukrainian President.

The politicians are still trying to sharpen the draft conclusions before the EU Summit, which begins on Thursday. The meeting will partially touch the problem of Ukraine. Some countries believe that the document prepared by the President of the European Council, is insufficient.

According to the Polish Radio, only two paragraphs in the draft conclusions are devoted to Ukraine. Beata Plometska:

In the document, all the parties, including Russia, are called to implement the Minsk peace plan. Some countries believe that the document should be extended and it should specify Russia"s responsibility for the tense situation in Ukraine.

Meanwhile, the draft conclusions of the summit are mostly dedicated to the investment plan of the European Union, and the draft itself is comprised of less than 4 pages of documents – while at the previous summits there were adopted documents of more than 20 pages. This is an innovation of the President of the European Council Donald Tusk – not to include too many conclusions into the documents that EU leaders do not read anyway.

The summit began on Thursday, earlier than usual, at 4 pm local time. It can also terminate earlier and instead of two days, the European leaders will spend only one day in Brussels. It is to be added, until recently it was unknown whether the summit would be attended by President of Ukraine Petro Poroshenko, where he was to meet with the leaders of the European Union. Today, he did not receive the invitation from the new President of the European Council, Donald Tusk.
